We dropped 95/98/ME/NT support with the 1.2.0 release. There are significant API differences between NT4 and newer Windows versions, and it was getting harder and harder to paper over the cracks. Also, none of the developers uses NT, so debugging was almost impossible.

V1.1.7 was the last release that supported NT. It's available from the download page via the archive of older versions. Get it here:

You can use the latest version of SVN with older versions of TSVN (see compatibility again).
