Most likely there is no repository in that location. You can read in
the manual <http://tortoisesvn.sourceforge.net/docs/release/TortoiseSVN_en/help-onepage.html#tsvn_repository>
how to create a repository. If you don't know what a repository is you
should probably start reading from the beginning of the manual.
