[TSVN] Error Messages

Hello I am getting the following error messages when trying to import a
folder into a local repository:

Error: Unable to open an ra_local session to URL
Error: Unable to open repository
'file:///C:/Documents%20and%20Settings/joey%20holler/9805'

Does anybody have any idea what the problem is?
