wrong update version

I use tortoisesvn 1.9.4.27283.
$ svn log --stop-on-copy --revision 1:HEAD --limit 1 svn://svn.code.sf.net/p/tortoisesvn/code/tags/version-1.9.4 | grep ^r
r27283 | steveking | 2016-04-24 19:18:17 +0900 (Sun, 24 Apr 2016) | 1 line

https://svn.code.sf.net/p/tortoisesvn/code/trunk/version.txt is 1.9.4.27285.
$ svn info --show-item last-changed-revision svn://svn.code.sf.net/p/tortoisesvn/code/tags/version-1.9.4
27285

So display "A new version of TortoiseSVN is available.".

Please change https://svn.code.sf.net/p/tortoisesvn/code/trunk/version.txt from 1.9.4.27285 to 1.9.4.27283.
