Just in case you're idea is to include all translations in the main
installer: that's not going to happen because it would make the
installer way too big.
If you want to download the language packs automatically, then you can
go ahead and try.0

msi installers don't make such tasks very easy. It may be possible though.

Yes, the language packs must be downloaded and not be included in the
main installer.
