On my side I don't know StarTeam so I cannot really help. And I suppose that the guys on this list are like me. I am afraid you probably wouldn't receive any help from the TortoiseSVN community.
* Look at the Subversion community directly, TortoiseSVN is only a client for the Windows systems.
* Search for a solution to export your StarTeam repositories in a somewhat universal format which SVN could "understand ". Look at the "svnadmin load" manual to see if you could do something interesting.
* Last one: have you searched Google? https://www.polarion.com/products/svn/svn_importer.php
