Alert a commit's message for everyone that update.

Hey everyone!
I'm managing some projects with TortoiseSvn and i felt something is missing, sometimes i need to tell each member of my team to do something, for example change a field inside db, or things that can't be committed and each member should do it on their own, it would be nice if it would be possible to to set commit's message as "Alert to everyone" so when they update their project, a form would popup and tells the message, is it possible ?
