repo stored client side hooks

I would like to store my client side hook scripts in the repository
only.

Having searched the user and dev archives I understand, that this is
not implemented due to security concerns.

I think this problem can be solved.

TSVN prompts the user when client side hook script is run for the
first time on a working copy.
If TSVN at that point would store the path and revision and/or a
fingerprint of the script too, it would be possible to detect changes
to the script.
In the case of a change, the user would be prompted again and can then
examine the changes.

The Dialog could even provide a button for showing the log for the
script file or the tsvn:...hook property (in case of a change or new
property set on a folder lower in the folder hierarchy).
