TortoiseMerge: Tab spaces char settings

I will implement Tab spaces char settings.

1. The user can choose to insert tab char or spaces
when pressing tab key.
2. Smart tab mode allows the user to make a consistent indentation within the same line, same inline block or lines nearby, without unifying all the lines.
Settings 1 is the preferred choice.

For convenience of users, the settings are in 2 ribbon buttons, so that users can ad-hoc change the settings based on actual file content.
