externals can have two revision specified, for example:

svn:externals
-r 123 http://serf.googlecode.com/svn/tags/1.3.1@456 serf
in this example, 123 is the operative revision while 456 is the peg
revision.

The specifics of peg and operative revisions are explained in detail in
