Did you pay for priority service or why do you expect an official upgrade?

We release a new version of TortoiseSVN when we feel that there are enough
important changes that warrant the effort.

You are free to download and install TortoiseSVN nightly builds which
include all changes and fixes since the last release. They may break things
for you, but since TortoiseSVN is generally very stable I don't see a great
risk there.
