(1) Check out the source code from
    http://tortoisesvn.googlecode.com/svn/trunk
(2) Follow the instructions in build.txt in the root directory of that
working copy.
   These are somewhat complicated and may take a while. Sorry.
(3) Develop and test your change.
   Start with something small-ish to get a feeling for how TSVN works.
(4) Post the patch with a description on this dev@ list.
