T-Merge White char fixing command (tab to spaces etc.)

1. I would really like to see popup on right click to status bar,
however even Google came with nothing I can use. So this are
alternatives I see:
  A) somebody add it right-click handling
  B) we stick we current implementation in block context menu
  C) command will stay in block context menu, but will be moves into
sublevel
   Eol and encoding can go there too
  D) commands will go to ribbon (not before 1.8 branching and little
time for its stabilization)
    r24297 and r24311 can be reverted
  E) something else ...

2. I added check if there is work to do for those commands, this can be
used on file load to remember its formatting properties and on save to
check for formatting change. Before file is saved user can be asked if
it should be fixed.
This will be more closely implementation to original idea of #479.
I can implement this but I would like to know if this has use.
