Tried TortoiseSVN 1.7.99, Build 24284 - 64 Bit and still can reproduce
the lag. I'm attaching procmon output to illustrate the behavior.

You can see that at 17:07:58.3722437, after RegCloseKey action on
HKCU\Software\TortoiseMerge\TortoiseMerge\Workspace\WindowPlacement,
it takes ~2.5sec to read "C:\Windows\System32\mfc110u.dll". That's
exactly when TortoiseMerge freezes and at 17:08:00.7400770 it is alive
again. In some cases I observe that it freezes for ~3-6 seconds.
