[PATCH] Add shortcut to TortoiseSVN Repository Browser

Hi,

Currently to browse Subversion repository using TortoiseSVN
Repo-Browser I need to open documents folder, then right-click, choose
TortoiseSVN context menu and then Repo-Browser.

Attached patch adds shortcut to Windows Start Menu to run TortoiseSVN
with one click.
