Why do you convert the files
SVN\TortoiseSvn\ext\zlib\contrib\vstudio\vc10\zlibvc.sln and
SVN\TortoiseSvn\ext\zlib\contrib\dotzlib\DotZLib.sln to vs2012 format?
They're not used in the build process.

you don't have to patch versioninfo.build at all: you have to adjust
your default.build.user file instead (copied from
default.build.user.tmpl). You can see what you have to change in the
file itself:

<!-- Uncomment and modify the path of the statement below if you're
building a version of TSVN which uses a different working copy format
than the working copy you have checked out. -->
<!-- <property name="SubWCRevFileName" value="C:\Program
Files\TortoiseSVN\bin\SubWCRev.exe"/> -->
