Branch/tag svn_external depth limit?

I'm trying to use the branch/tag on a project with svn_externals using Tortoise's 'Specific revision in the repository' option to create a snapshot for release. When the tag was created 'All' was selected for the 'Set explicit revision for these externals' option. All externals in the working copy are not pegged, pointing to 'head'.

What I'm seeing is that the tag doesn't peg all of the revisions that are in the working copy. There are several levels of hierarchy in the project with externals at each level. The revisions at the top level do appear to get properly pagged. Similarly, the revisions at the second level also get properly pegged. At the third level of hierarchy though the externals do not get pegged.

Is there some limit to how deep Tortoise will look when getting the list of externals in a working copy?

If there is no depth limit and Tortoise should be able to plumb the entire working copy to pull out the externals, are there any suggestions as to why it wouldn't be working in this case?

I'm currently at Tortoise SVN 1.7.4, Build 22459; Subversion 1.7.2. Has this been addressed in a later release?
