The merge wasn't intended and is already reverted.
That's a new feature for 1.8.

It doesn't (and can't) work in the CfM dialog because it only works just
before a commit:
The files must be saved somewhere before you edit them, and restored
after the commit. To do that, TSVN has to keep the list of saved files
and where they're saved.

No, you could revert after invoking "restore after commit" and the
original content of the file (at the time you invoke the command) will
be restored after the commit.
