TortoiseBlame settings

Hi Stefan,

could you please create a "Settings" menu entry in TortoiseBlame that opens
the corresponding TortoiseSVN settings page? People keep asking me "I can't
set the Blame colours". It's not very intuitive to change the settings for
application B in application A.
