these files contain the translated sources. If only a single (few) source
file changes, nant will detect this and only translate that file, saving us
some time. If the .po file changes, everything has to be translated. The
build script pulls all sources from there and the dtd and css files are
included as relative paths. This means all sources (english and
translations) have to live in the same folder. We could move the dtd out and
change the relative paths, but en has to stay unless we would copy it to a
temp folder too and build from there. I'd leave it as it is.
