Missing accelerator hint in TortoiseBlame

In TortoiseBlame, ALT+V is an accelerator for accessing the view menu, but
when the ALT key is held down the "V" is not shown as underlined.

The following screen capture was obtained while holding down the ALT key.

Also, I'm accustomed to dismissing TortoiseMerge windows using CTRL+W.
Should I expect to be able to dismiss a TortoiseBlame Window with this same
key sequence?
