Adding downloaders to an msi is not easy and error prone. Also there's
no reliable way to determine whether there's an internet connection
available (without actually connecting to a server).
And you can forget about ftp - many companies have that port blocked by
firewalls (believe me, I'm dealing with that problem every day at my
office because customers have that port blocked).
