I've given this some more thought ...

Part of this might just be my own confusion about the intended function.
These properties cannot be set on a directory, but when the user applies the
property to a directory TSVN applies the properties to all files contained
within the directory and not the directory itself, which is a nice feature.
However, I was expecting to be able to non-recursively apply these
properties (i.e. just to the immediate files within the directory and not
have TSVN descend into all sub-directories).

If the intended use is to only allow the properties to be applied
recursively to files, then it might be better to have the check box selected
but also greyed out (if possible). The linked helped (Section 4.17.1.2
Project Settings), says "If you want to apply the property to every file and
folder in the hierarchy below the current folder, check the Recursive
checkbox.", which make me think the checkbox should be functional for this
case.
