Shift-Create patch dialog comes up behind other windows

Hi folks,

Here's a bizarre one. If I right click on a folder background and
select Create Patch I get the expected dialog. If I hold down SHIFT
while doing that, the same dialog comes up but behind the current
window. What is that about?
