Problems with the installer (1.6.16.21511-x64)

The most recent version of the Tortoise installer,
TortoiseSVN-1.6.16.21511-x64-svn-1.6.17.msi, must have some problem.
Trying to execute it, it always says:
"This installation package could not be opened. Contact the application
vendor to verify that this is a valid Windows Installer package."

     I have windows 7, 64b, fairly up to date with updates.
     I tried downloading 2 times the installer.
