svnserve.exe crash on startup

Hi!

Using latest "full" TortoiseSVN nighties build of Jun 05
(TSVN 1.6.99.21527 win32, svn binaries at -r 1130808) on WinXP SP3 32-bit

Any attempt to start svnserve.exe results in immediate crash and
preparing a dump file,
e.g. try to run "svnserve --version"

All other svn command line tools start successfully (verified with
"--version" argument)
and "svnserve --version" works correctly in 1.6.

I know it might be better to report such issue to @subversion, but I
think it will be
easier for you to diagnose this crash.
