This would be equivalent of todays behavior, right?

I guess this option should only be available to externals that point to the same repository as the branch is located on?

With a log button to help you pick the revision...

Ooooh. Scarry stuff. :-) Are you doing this sometimes? And in that case; Why?

If we do implement this I would suggest that it would get an item in the context menu as well: "Edit externals" (or similar). I think this might be equally useful/useless for situations other than when creating branches. (We could of course show the dialog when branching as well...)
