Branching Feature Request

Hello *,

I would like to have some more assistance from TSVN when doing a branch,
with regard to externals.

In particular, I copuld imagine an additional dialogue "Handle externals
on the branch".
This dialogue should list every external, that is defined in the current
sub-treem, that I am going to branch.

Next, it should offer me these options for every external that has been
found:
* Keep this externals' settings (HEAD)
* Fix this externals' revision at branch base (4711)
* Fix this externals' revision at revision number ___
* Resolve the external into a physical copy of the current state

The (HEAD) and the (4711) above are just examples, the dialogue should
reflect the appropriate settings.

What do you think?
