Removing externals

Hello.

It seems it is no longer possible to remove/exclude externals from working copy. (while keeping them on server - e.g. non-commiter)

Original methods and current status:
1)Update to + exclude - thinks it is wc root - denies
-notrivial fix in svn code if protection of main root was to remain (it has no was to know its status)

2)remove property external - is reverted on regular update (was currently used)

3)ignore - error in svn - constraints in db violated.

Is one of them fixable on client(TSVN) side or it would need addressing in libsvn?
