Btw, just copy the text in [1] into a batch file and drop it into a directory
with svn.exe and svnadmin.exe from [5]. The versions I produced this issue
with are:

svn, version 1.7.0-dev(r1088319)
svnadmin, version 1.7.0-dev(r1088319)
TortoiseSVN 1.6.99, Build 21134 - 64 Bit -dev, 2011/04/09 20:34:43
