Excuse me.
But I thought that it may have concern to dev stuff.
I found that in TortoiseProc CLI there is no a command equivalent to "svn diff --change ...".
May it be a new feature request?
For example:
TortoiseProc.exe /command:showchanges /url:"http://tortoisesvn.googlecode.com/svn/trunk/build.txt" /revision:20401
