Quotes are not preserved in Local Path of svn:externals after saving dialog

I've reproduced the following bug with the latest nightly build
(`TortoiseSVN-1.6.99.20920-dev-x64-svn-1.7.0-dev`).

 1. Add an svn:externals where the `Local path` has whitespace. Put quotes
around the `Local path` (single or double quotes) to avoid producing an
error when setting the svn:external.
 2. Close the `Edit External` dialog to view the `svn:externals` dialog. All
appears to be correct. Select OK to close the `svn:externals` dialog.
 3. Open the `svn:externals` dialog again. The quotes are missing on `Local
Path`.
 4. Select OK to close the `svn:externals` dialog. An error results. The
error does not result if you edit the svn:external to re-add the quotes.

I've attached a screen captures for each step 1 - 4.
