This will probably not be a common problem, but if it should be implemented it would most probably make sense to have it implemented in SVN instead of in TortoiseSVN. Try asking on the SVN mailing list.

A tip to dramatically increase the chances for possibly uncommon requests like this to get implemented is to contributing the feature yourself or sponsor someone to do it for you.

Anyway, a possible work around would be to install a SVN web interface, like http://websvn.tigris.org/, and get the large files from there. Then you can use a download manager in your browser to solve the download issue. (Of course, this does not fix the problem of keeping a WC with large files up to date over a shaky connection).
