Support for chunk upload/downloads of large files

I know that SVN is not regularly used for large file sharing. But in our projects we have faced practical situations where we are forced to commit large files (even close to 100MB) to SVN. When the SVN server and the Tortoise client are inside the same LAN this is not a big issue. But when it comes to situations where we have to commit/update from a remote SVN server things get a little difficult. And specially in situations where the commit/update fails in-between where we have to start from the beginning. It would be a real value addition feature if design considerations are given around SVN server and/or Tortoise SVN to support chunk upload/downloads. Together with resumable downloads (and may be uploads) this will be very useful.
