HTML formatting in resources

Hi Stefan,

in r20109 you have removed a "<hr=100%%>\n" from the resources. While
updating the German GUI translation, I noticed that there are still lots of
occurrences of this string in the resources *and* that it is not used
consistently. Most of the times "<hr=100%%>" is used, but sometimes also
"<hr=100%>" with only one "%".

There are also some <b>, <i> and <u> tags left in the resources.

So: Do we still need them? And shouldn't they be consistent?
