Problems with German language pack

Hi Folks,

since TortoiseSVN 1.6.9 is out I can't turn on the German language
pack. I tried all variations of uninstalling, repair installs,
rebooting, cleaning up the registry (ccleaner) and deleting all files
in the TortoiseSVN installation folder, that I could think of, but the
German language pack is not shown in the combo box anymore.

I then installed a current nightly + German language pack and the
language immediately turned to German. But since I don't want to
upgrade my working copies to the 1.7 format (Need the "old" CL client
for some scripts), nightlies linked against the 1.7 svn libs are not
an option for me.

Then uninstall nightly, reboot, ccleaner on registry, install 1.6.9 +
language pack, reboot -> only English available.

So what's wrong with the official German 1.6.9 language pack?
