I was looking at the Subversion Book for what terminology they use, and it's not all that clear there either. They are using "explicit revision number" and the more general "revision flags" in the two paltry places where they mention it...
 
I would suggest that we go for "Set explicit revision" or "Set fixed revision" and avoid the use of the word "tag" to lessen the risk of total confusion.
