Yes, I agree that place them in both places would be the best one :)
It would be quite easy to do so in locator bar, and it may behave like in
WinMerge - line shows up only when cursor is on the moved line.
But Araxis way needs to place a panel between views, and maybe place
scrollbar in left view to opposite side.
And I think that current solution for one-pane view is appropriate(since I
can't imagine other ways :) ).
