broken languages.txt on 1.6.x branch

Lübbe,

Your commit in r17176 broke the build of the language packs on the 1.6.x
branch.

You've updated the Languages.txt file to the new format we use on trunk,
but without the necessary changes to the whole build system, this won't
work.
Either we have to revert that commit or merge the changes to the build
system back to the 1.6.x branch too.
