In 1.6.99.17148 this feature is working incorrectly. Open a file in your working copy and insert two lines - say one line after the 10th line and one after the 15th line - any two lines at any non-neighbouring positions.

Now show the difference. The cursor is intially at the first new line in the "working copy" window, "next" is enabled, "prev" is disabled. Now click the second inserted line with a mouse - the cursor goes there and now both "next" and "prev" are enabled. If you click "next" nothing happens but "next" is still enabled.
