Two colleagues tried nightly r16803, and the problem disappeared.

While I'm not sure what change fixed the problem, now I see the
security release 1.6.4 includes all fixes the nightly had, and another
fix r16808. We can live with this version.

P.S.
The entries for 1.6.4 in ChangeLog.txt didn't include some fixes for
TSVNCache. I think it's worth noted as good news for 1.6.3 users.
