OK, I'll ask to try a recent nightly and report the result.

One thing I forgot to say. I have tried a nightly r16640 and saw the
same problem, before finding the current workaround (replacing
TSVNCache.exe).

Now I hope r16660 or others change include the fix for our problem.
(But, r16660 seems a fix for problem within 5 minutes after startup,
while our problem happens throughout a day...)
