XP64 explorer is a 64-bit app (unless you seriously tweaked
your system to use the 32-bit variant).

Just did the following (XP64 SP2):
* deinstall TSVN, reboot
-> no overlays, no context menu
* install TSVN 1.6.3-x64, reboot
-> overlays, context menu in explorer
* install TSVN 1.6.3-win32, reboot
-> overlays, context menu in 32-bit apps, too
The only issue I had was a probably corrupted TSVNCache file.
As that obviously gets deleted after reading, I wasn't able
to backup it for further forensics.
Symptom:
No overlays *within* the top-level folder of a working copy.
Solution:
* delete folder %USERPROFILE%\Local Settings\Application Data\TSVNCache
* kill TSVNCache.exe process
