This is slightly out-of-date as it doesn't describe unversioned and
ignored overlays. Suffice to say they have lower priority tan the
others, but I don't know which way round those two are.

BTW the TCVS nightly build is using TortoiseOverlays.dll to share
overlays with TSVN. I don't know if it has made it into a release yet.
