Copying the 1.5.4 bin folder to another system and calling
TortoiseProc.exe results in:

---------------------------
D:\My Data\tsvn\bin\TortoiseProc.exe
---------------------------
D:\My Data\tsvn\bin\TortoiseProc.exe

This application has failed to start because the application
configuration is incorrect. Reinstalling the application may fix this
problem.

Is there something that can be done, without installing (because there
are no permissions on this PC to install sw).
