I would say it should be part of the client as most of my subversion
servers are not mine (like sourceforge.net or the one of TortoiseSVN)
and therefor I have no influence on the setup there. E. g. yesterday I
downloaded the sourcecode of TortoiseSVN through a slow line and it
took some minutes to complete - would have loved to get a notification
when it finished finally.

Also if the server would initiate the notification you would have to
worry about firewalls and Co. on the way from the server to the client
(I for myself sit behind a firewall and a proxy...)

As the sourcecode of TortoiseSVN is now on my harddisk I will have a
look at it and if I could provide the modifications myself - after
that you get say go or no go
