SVN in Eclipse platform - Locking issue

Hi,
 
My application uses Subversion(SVN) in Eclipse platform(version 3.4.1).
 
I've encountered one problem(described in details below) in Locking the
files before modifications.
 
User 1:
Step-1: right click >> Team >> Lock ( the required file is locked)
Step-2: Modifications are done.
Step-3: right click >> Team >> Commit (lock is removed)
 
User 2:
Step-1 : right click >> Team >> Lock
showing the error : "Path is already locked"
  
Please provide your valuable solution for the problem.
