That would be too invasive. TortoiseSVN *requires* a reboot after
re-installation, so if you don't have time to reinstall because you
are too busy, this change would make you really angry as it forces you
to stop working and reboot.
Also most people would not like to have something installed behind
their back. A lot of people don't even like that TSVN contacts the
server at all to check for updates - that's why you can turn it off.
