Normally yes. The strings in the .po file are extracted from the compiled application(s) during the build process. *But* some (about 200?!?) of the strings are from windows libraries. The two .rc files contain most of the strings that we (the TSVN developers) change.

Nothing. When I look at the unfinished Danish translations now, I remember that I had the same problem. Most of the strings are from Windows libraries, so you won't find them in the TortoiseSVN sources. I tried to find official Microsoft translations, but failed. There should be some... Translate them to the best of your knowledge.
