 From your reaction I'd say that the problem is not the department of
hardware engineers at all. I'd say it's the IT department who have no
confidence at all in them (especially if they think creating one
registry key is too much).

Could you please describe one real "desaster" that might happen if
someone uses the "create repository" function the wrong way? Because I
don't see one...
